The President is both the head of state and head of government of the United States of America, and Commander-in-Chief of the armed forces. They are responsible for implementing and enforcing the laws written by Congress and appointing the heads of federal agencies. They have the power to negotiate and sign treaties, issue executive orders, and extend pardons for federal crimes.
